President says he is changing the education law because Congress refuses to act
President Barack Obama,
saying he has lost patience with a divided Congress, has unilaterally
changed the No Child left Behind Act, ending the mandate that all
students be proficient in reading and math by 2014 and dropping the
"failure" label slapped onto schools even if a small group of students
don't meet testing targets.
